NATIONAL REFERRAL MECHANISM (NRM)

If the victim of Modern Slavery decide not to cooperate with the judiciary, the investigation must carry on with the view of developing intelligence and obtaining corroborating or supporting evidence which could be used to charge and prosecute offenders. Consider whether it is still possible to continue without the victim’s testimony.

The first responders/police should be able to recognise and, where possible, document and address the factors causing the victims’ reluctance or unwillingness participate in the process. These factors could range from their fear, shame, distrust of law enforcement, a perceived lack of alternatives to exploitation to their relationships with their traffickers, etc.

TOP HINT:

– The support provided via the NRM is not conditioned upon the potential victim’s willingness to cooperate with the police.
– If the adult victim does not consent to a NRM referral, does not want specialist support or wants to remain anonymous the first responder should notify the Home Office via the MS1 form ( see Duty to Notify Guidance;).
